Anne Billingsley is the Government Affairs Director at ONEOK.
Working first for more than six years at the state capitol in Austin followed by over nine years in the corporate sector, Anne has been active in numerous capacities involving Texas politics. After receiving her bachelor’s degree in Communications at the University of Oklahoma, Anne started her career working for then-Speaker of House of Representatives, Tom Craddick. She served as a Policy Analyst and assistant to the Speaker’s Chief of Staff. Following the Speaker’s Office, Anne was Legislative director for the Texas Legislative Council and Chief of Staff to State Representative Connie Scott of Corpus Christi.
Born and raised in Midland, TX, Anne was continuously surrounded by the oil and gas landscape in the Permian Basin. In 2012, Anne was hired by ONEOK, Inc., a natural gas pipeline company headquartered in Tulsa, OK. Anne serves as Director of Government Affairs for the southern region of the states and in that capacity monitors legislative and regulatory issues affecting ONEOK’s businesses.
Lauren H. Spreen is a public affairs specialist in Texas with more than a decade of experience in political and non-profit fundraising, campaign management, public policy, strategic communications, and legislative and regulatory affairs.
After her time as a staff member in the Texas Senate and House of Representatives, Spreen spent eight years serving as statewide Campaign Manager and Director of Public Affairs for Railroad Commissioner Christi Craddick.
During her time at the Railroad Commission, Spreen assisted in the passing of the Railroad Commission’s Sunset Review legislation, helped to secure unprecedented funding for the agency through the legislative process, managed numerous regulatory efficiency reviews and rulemakings alongside staff and stakeholders, and spearheaded communications strategies and regulatory response to major events impacting the agency and the state’s oil and gas industry.
Born and raised in Louisiana, Spreen attended Louisiana State University, and completed her Bachelor of Arts in Political Science at St. Mary’s University in San Antonio. Spreen is a member of the University of Texas at Austin McDonald Observatory Board of Visitors, the Interstate Oil and Gas Compact Commission Energy Resources, Research and Technology, and Legal and Regulatory Affairs Committees, a board member of the LBJ Presidential Library Future Forum, and is an active member of the Junior League of Austin.
